          Russel Carleton's article "Does the mandate make a difference? reporting decisions in emotional abuse" claims that it doesn't really matter if you are a mandated reporter or not. They purpose that it shouldn't matter if you are a mandated reporter or not in order to report child abuse. Carleton is speaking to the people of the US in order to get the word out to report abuse whether you are a mandated reporter or not.
